April 15th, 2025 Council Meeting

Proclamations:

  • National Volunteer Week April 20th-26th, 2025 presented by Mayor Landis

Manager’s Report:

Hockey Rink

  • We have received an $80,000 grant from the Department of Community Affairs (DCA) to begin a portion of the much-needed rehabilitation of the roller hockey rink located near Hewitt School.

Road Repairs

  •  Skyline Lakes Drive

  • The Canterbury Road/Skyline Lakes Drive intersection has been re-aligned to a three-way stop as part of our traffic calming initiative. Drainage improvements have been completed and milling and paving are anticipated to be completed in late April to early May.

  • Cheshire Lane - the damaged roadway has been fully repaired following the water main break that occurred in February.

  • Pima Court Granite block curbing was installed last fall to replace the damaged concrete curbing. Milling and paving are expected to be completed in late April to early May.

Caring for Ringwood Day

  • Caring for Ringwood Day is scheduled for April 26th at Borough Hall. Refreshments will be served at 8:30am and the event will begin at 9am.

  • Anyone that would like to register can email the recycling office at recycling@ringwoodnj.net or call 973-475-7179.

New Business:

  • Ordinance No. 2025-#04 - CALENDAR YEAR 2025 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: 4-45.14). 

  • Ordinance No. 2025-#05: AN ORDINANCE AMENDING CHAPTER 11–PARKS AND RECREATION AREAS – REVISED GENERAL ORDINANCES OF THE BOROUGH OF RINGWOOD IN THE COUNTY OF PASSAIC, STATE OF NEW JERSEY TO PROVIDE ADDITIONAL PROVISIONS REGARDING PLAYGROUND USE.

    • Playgrounds and parks are closed from December 1st to March 15th every year.  This prevents children and adults from slipping on ice and snow.  The playgrounds and parks are not shoveled in the colder weather.

  • Ordinance No. 2025-#06 - 

AN ORDINANCE AMENDING CHAPTER 4–GENERAL LICENSING AND BUSINESS REGULATIONS OF THE REVISED ORDINANCES OF THE BOROUGH OF RINGWOOD, SECTION 4-6.9 TOWING AND STORAGE FEES.  

  • Storage fees range from $25-$55. 

  • Ordinance No. 2025-#07 - AN ORDINANCE BY THE MUNICIPAL COUNCIL AMENDING THE BOROUGH OF RINGWOOD CODE OF ORDINANCES TO ADOPT A NEW CHAPTER 29 - RINGWOOD SPECIAL IMPROVEMENT DISTRICT. 

    • Areas include the shopping centers on Skyline Drive all the way to Robert Erskine School. It also includes the shopping center on Skyline Lake Drive, the shopping center on Greenwood Lake Turnpike, as well as some businesses on Greenwood Lake Turnpike by Westbrook Road.

    • The board includes the Borough Manager and the Director of Economic Development as well as three business owners.

    • This allows the borough to apply for grants since the board is a non-profit entity.

    • Application for each business costs $150 per year.

Resolutions:

  • 2025-90 Award Contracts - Lease of Space for Cellular Antenna System and Ground Space located at 35 Cannici Drive, Ringwood 

    • $48,000 for the first year’s lease with a 3% yearly increase.

2025-92 Budget Introduction 2025 

  • Tonight, we are proposing the introduction of the 2025 budget in the amount of $18,499,460.18 of which $13,401,341.58 is raised by taxes, the additional $5,098,118.60 in the budget is raised for other revenues.

  • Our proposed water budget for 2025 is proposed at $1,801,470.00

  • The 2025 Appropriations increased $390,337.06 from 2024 to 2025 (Spending)

  • This budget includes increases to the following 7-line items

    • $251,000.00 increase for health care insurance,

    • $200,700.00 for Solid Waste/Recycling

    • $162,500.00 increase for Police S&W

    • $87,000.00 increase for Streets and Roads S&W

    • $60,000.00 for Length of service contributions for volunteers

    • $26,400.00 for General Liability insurance

    • $24,000.00 for Utilities

    • $ 811,600.00 in increase in just those line items

  • Under appropriation CAP $592,111.68 

  • Under tax levy CAP $36,948.39

Attorney Report:

We did have a meeting with Azarian regarding improvements to his shopping center.   

  • Azarian hired an architect to design the improvements on the shopping center.

  • They hired a financial consultant.

  • Future presentation to the public has a tentative date of May 20th, 2025’s council meeting.

  • Improvements have been made to the parking lot including striping and fixing of the potholes.

Executive Session:

  • Union Contract Negotiations

  • Contract negotiations for the Borough Manager

  • Special Improvement District (SID)

Date to note:

  • Opening Day for Baseball’s Little League is Saturday, April 19th at 10am at the field on Sloatsburg Road.

  • Anti-Littering Poster Contest Gallery: Tuesday, April 22nd at 5:30pm at the Ringwood Public Library which is on Earth Day.

  • Caring for Ringwood Day: April 26th breakfast starts at 8:30am and clean up starts at 9am.

  • National Rebuilding Together Day: April 26th at Bearfort Terrace.

  • National Day of Prayer: Thursday, May 1st, 2025 at noon at Borough Hall.

  • Budget meeting:  Tuesday, May 20th, 2025 at 7:30pm at Borough Hall

  • Memorial Day Ceremony is Wednesday, May 21st at 6:30pm at the Community Center.
